Timeline

November 2005: ART Centre opened

March 2006: ARV Medicines arrive and actual treatments started

April 2007: Officially inaugurated by Shri.R.Tlanghmingthanga, Hon’ble Minister, Health and Family Welfare, Government of Mizoram.

December 2011: ART Centre upgraded to ART PLUS centre by NACO

April 2012:

i. Staffs trained for Second line and Alternative first line ART
ii. First State AIDS Chemical Expert Panel (SACEP) commences
iii. Alternative first time ART days started for patients

January 2013 : First batch of patients receive second line ART days

Functions

Medical functions

 

Diagnose and treat Opportunistic Infections

 

Initiation of ART for eligible clients

 

Monitoring patients on ART and manage side effects

 

Provide in-patient care as and when required

 

Facilitate linkages between other service providers

 

Facilitate easy access to specialist’s care as necessary

Psychological functions

 

Provide psychological support to ‘People Living with HIV/AIDS’ (PLHA) assessing the ART centre

 

Provide counseling for adherence to ARV drugs

 

Educate PLHA on proper nutrition,life skills,coping mechanism etc.

 

To facilitate risk reduction behavior including usage of condoms,etc.

Social functions

 

Facilitate PLHA to access available resources provided by Govt. and NGO services

 

Facilitate linkages between other service providers and patients, like educational help for children and income generation.

 

Average OPD attendees:

-

Approximately 70-80 patients attend ART Centre in a day

-

100 newly detected cases are registered on an average every month

-

Approximately 3-5 clients are initiated on ART every day

 

Other activities:

Early infant diagnosis: DNA PCR testing at NICED Kolkata and early infant ART initiation currently ongoing

Mainstreaming of HIV: Clients detected and admitted at various wards and OPDs at Civil Hospital Aizawl are being followed up and closely monitored through a well established referral system within the hospital

District TB Centre (DTC), Civil Hospital Aizawl: strong linkage established with DTC,Civil Hospital Aizawl. Coordination meetings held regularly with TB Centre

District AIDS Prevention and Care Unit(DAPCU), Aizawl District :  Monthly coordination meeting s are being held. Special attention to Lost to Follow up clients on ART and outreach mechanisms for such patients

Community Care Centre (CCC),Grace Home, Presbyterian Hospital, Durtlang: CCC is an in-patient facility established under NACO at Presbyterian Hospital Durtlang. All clients requiring hospitalization for ART initiation, side effect management and minor Opportunistic infections etc are referred  to CCC. Out reach activites are being carried out through Out-reach Workers of CCC for clients who are not regular with their treatment.

Social Welfare Department: Vitamins ,Calcium tablets and food supplements have been provided by Social Welfare Department for ART Clients who are in need and cannot afford additional medications.

 

Research activities:

ART Centre has done research on the following topics:

i.

Mortality patterns among clinic attendees at a recently established ART Centre ,Civil Hospital Aizawl,Mizoram,North-east India (2006-2011)

ii.

A study on Lost to Follow up on ART at ART Centre Civil Hospital Aizawl,Mizoram (2006-2011)

iii.

Quality of Life,social support and counseling services of HIV/AIDS in Mizoram---with Department of Social Work,Mizoram University

 

Linkages with NGOs:

Good linkage has been established between ART Centre and various NGOS both under NACO and others agencies regarding referral of clients to and from ART Centre

Other community based and faith based organizations have been donating cash and other materials for especially poor patients registered at ART Centre Aizawl

 

Church sensitization programs: collaborative effort between Mizoram State AIDS Control Society ,ART Centre Aizawl and various other agencies currently working for  sensitization of church leaders within Aizawl City on HIV/AIDS

 

Resource person activities: Doctors, counselors etc of ART Centre Aizawl contribute as resource persons for various training programs related to HIV/AIDS in the state

 

Nurses training: with collaboration from GFATM, every month two-three batches of nurses are trained at ART Centre on HIV/AIDS care, support and treatment
