TRAUMA AND EMERGENCY SERVICES 

HISTORY :

KULI DISPENSARY was established in 1894 at Aizawl, it was basically used as emergency services in Aizawl. In 1972 casualty services were manned by Medical Officer (Assistant Surgeon-I) on call in rotation basis. In 1978, afternoon and night duty doctors were assigned from amongst the doctors at Civil Hospital, Aizawl on rotation basis. Post graduated doctors were also included. In 1980 Doctors on duty were stationed at casualty on daily basis in three shifts i.e. morning (9 am to 1 pm) , afternoon (1 pm to 6 pm) and night (6 pm to 9 pm). On 19th May 1998 Dr. Malsawma was designated as a first senior medical officer in this department. On 29th May 1999 three shifts routine was modified as morning (9 am to 3 pm), afternoon (3 pm to 9 pm) and night (9pm to 9 am).

ACTIVITIES :

 

 

1.

Daily duty : 24 hours a day, 7 days in a week in three shifts

 

a)

Morning (9 am to 3 pm) : SMO+MO

 

b)

Afternoon (3 pm to 9 pm) : 2 MOs+INTERN

 

c)

Night (9 pm to 9 am) : MO+INTERN

Medico Legal Cases :

 

a)

Alcohol intoxication examination

 

b)

Injury reports

 

c)

Rape cases

 

d)

Custodial fitness

 

 

 

3.

First Aid duties :

 

a)

On national holidays : Republic, Independence day etc.

 

b)

In sports : National and State levels and within the state.

 

c)

Assembly sessions: As and when scheduled.

 

d)

VIP tours : Governor and Chief Minister

 

 

 

4.

Medical Certificates : Responsible for issuing of various medical certificates like

 

 

Medical certificate for leave

 

 

Medical  fitness  certificate

 

 

First  Aid certificate for bus conductors

 

 

Fitness  certificate for appointment

 

 

Fitness certificate for student, NCC etc.

 

 

 

5.

Register Maintenance :

 

 

Daily  patient register

 

 

Medico-legal cases register

 

 

Referral cases register

 

 

 

6.

Ambulance and morgue van :

 

 

Maintenance of receipt and collection of user charges and timely submission to the     medical superintendent.

 

 

 

7.

Registration :

 

 

Registration of OPD and IPD patients for the emergency patient during critical situation.

AVERAGE PATIENT (PER YEAR) : 55,000-60,000

 

 

FUTURE PLAN :

 

1)

In Present minor OT   should  be utilised as emergency ICU with 2-3 beds.

 

2)

In future central oxygen facility will be provided  to all emergency ward beds

 

3)

Allocation of Triage area

 

4)

Designation of triagical patient in area wise such as Red, Yellow and Green

 

5)

Regular orientation training of all emergency staff

 

6)

Separation of Trauma with other Medical Emergencies
