DEPARTMENT OF PAEDIATRICS

INTRODUCTION :

Brief History :        Civil Hospital, Aizawl is more than 100 years now. There was no Speciality in any subject till 1970ís. Though there was qualified Paediatrician deputed from the Army who started Paediatric speciality for about 3 years during 1980ís, the present Paediatric Department in Civil Hospital, Aizawl was fully established by Dr Lalbiakkima M.D (Paed); DCH since the early part of 1985. Soon after that, by the end of 1985 Dr R.L. Nunthara DCH have joined as the Child Specialist. Then, Dr T. Lalhmangaihi M.D. joined as Paediatrician in 1988. The Department grew slowly over many years to attain the present set up.

Sub Section/Units under Paediatric Department :      For convenient and benefit of the people,  better functioning of the Department as a whole, Paediatric Department is functioning in two working Units , that is Unit I and unit II. Accordingly, the IPD beds, OPDís, emergencies and other assignments are distributed among the two units. 

Activities:

At present the Department is having various activities

1.

Daily OPD services except Sunday and Government Holidays

2.

Indoor Patient Department

3.

Interns and House Surgeon are given guidance as per the existing norms.

4.

NICU/Sick Newborn Intensive Care Unit

5.

Emergency coverage for 24 hours a day

6.

Inter-Department referrals

7.

Conducting various State level trainings for Medical Officers, Staff        Nurses, Health Workers, Para Medical Workers under NRHM programmes like IMNCI, F-IMNCI, NSSK, SBA, BEMOG etc.

8.

Participate as Facilitator/Resource persons in training conducted by Mizoram Sate Aids Control Society (MSACS), National Vector Borne Disease Control Programme (NVBDCP) etc.

9.

Counselling : Daily Lactation counselling in OPD and IPD except Sunday.

10.

Outreach clinics within and outside Aizawl organised at certain intervals.

11.

Departmental CME, Seminars, Meetings, Public awareness in the form of Talk show in TVís, local Cables and Radio.

12.

The Paediatrician attend various National level trainings, IAP conference etc.

  

INFRASTRUCTURE:

OPD : Paediatrics OPD at Civil Hospital, Aizawl is located at Room no 205 of Block C, which is  the top floor of main OPD buildings. The OPD is having Reception and Registration counter, HOD room, Five partially partitioned examination rooms with two hand washed facilities. OPD is connected with intercom facility and HMIS computer networking and daily data entry is done.

           Note : Although there is a set OPD days for Unit I & II. The Doctor sitting in the OPD are very often changed due to shortage of Doctor, training programmes, other official duties and leave availed by the concerned Paediatrician.

 IPD :   Paediatrics Indoor Patient Department, Civil Hospital, Aizawl is located at Block H, 2nd floor of the Hospital main building. There are 31 beds in the main ward. Bed no 1-13 in the western wing and bed no 14-31 in the eastern wing of the wards. Both wings are having attached bath and toilets separately. Nursing station is located in between the two wings. There is no separate Doctorís room. Minor procedure is done in a small room nearby.

HMIS networking facility for indoor wards.

NICU :  There is a small, but very useful Sick newborn intensive care units in the Department.  Nursing staff who are having trainings or having good exposure in the field are looking after this unit. There are 7 beds for motherís to rest. This unit is always having burden of excess patients who need treatment but could not go anywhere else.

 STAFF STRENGTH:

The whole Hospital is not running in the staff strength laid down the IPHS. So, there is always shortage of staff in the whole Hospital as well as in the Paediatric Department. There cannot be fixed Nursing and other non-medical staff in the wards and NICU. Despite the shortages of man-power, the Department is running smoothly till now.

 Besides, Paediatrics Department is covering Emergency wards, Caesarean deliveries, Post natal wards and Labour room.

 

VISITING TIME

Paediatrics Department is following the Hospital visiting time. In Paediatrics ward, one attendant is allowed for one patient day and night. Visitors are not allowed inside the Warmer and Phototherapy rooms, but one visitor for each baby is allowed in the motherís room day and night. All attendants are expected to have valid attendant card issued by the Ward Superintendent in charge of the Ward.

 

FACILITIES AVAILABLE AND PROCEDURE DONE

Civil Hospital, Aizawl is functioning as the State Hospital. Patient are referred from all over the state as Aizawl can be reached easily from every corner of the State. Moreover, patients are coming from surrounding State like Tripura, Manipur and parts of Cachar.  Some patients are from Myanmar and Bangla Desh.

Paediatrics Department is treating all kinds of patients and ailments within its capacity and trying to do its best possible for the benefit of its clients. At present, the following are done in the Department :

Paediatrics

Diagnosis and treatment of most of the diseases prevalent in the State

2.

Procedures like BME, Diagnostic tapping, LP, Ultrasound guided diagnostic procedure, Venous catheterization, X-rays of all body parts, CT scan etc.

3.

Ward round is done in the morning and evening

Neonatology

1.

Post natal coverage i.e. Emergency and elective Caesarean Section, Labour room and postnatal babies are attended by Paediatrician.

2.

Preterm and Low Birth Weight babies are kept in the NICU as required.

PUBLIC AWARENESS SCHEME/PROGRAMMES :

Paediatrics Department is actively involved in public awareness. This programme started in the OPD where there is personal contact with the public. The areas in which Paediatric Department is actively involved are:

1.

Breastfeeding Ė Paediatrics Department, Civil Hospital, Aizawl took initiative in Breastfeeding awareness in the public since 4 years back knowing that this is one of the most important areas for reduction on IMR in the State. At present, all babies below 6 months attending OPD and IPD, Post natal babies are covered by two Lactation counsellors.

2.

Public awareness in various Paediatrics topics, common ailments, breastfeeding, nutrition  are done by means of TV talks, Local cables network, Radio etc.

3.

Nationally observed week/day like Breastfeeding week, World Pneumonia day etc were observed by conducting Seminars, Discussion, TV talk show etc.

 

FUTURE PLANNING:

Paediatrics Department, Civil Hospital, Aizawl is having a very bright future. The Doctors, Nursing Staff and other non-medical staff are very much interested for the improvement of the Department. There are good scope for expansion in many branches of Paediatrics. All these will be benefitted by the general public. With the dedication of the staff, a little extra input of resources and man power there can be a great improvement of the Department as a whole, which in turn will be for the common Public.

The main focus for future are

Proper planning of the man-power and staff

2.

Fully functioning Newborn Care Unit

3.

Special Clinics for NICU graduates, Childhood asthma, Seizure disorders, Nephrology, ORT corner, Well baby clinics.

4.

Research/Case studies project

5.

Trainings room/facilities for trainings conducted by us

6.

More relevant trainings/conference attended by Paediatricians.

7.

To attain the Hospital as BFHI status

8.

To fully function as DNB accredited centre.

 

CONCLUSION:

In the past, Children were neglected in the community. There was no separate treatment for them when they were sick and in olden days they were often treated as Ďsmall adultí. Now, mother and child Health is given its due importance even in the developing countries. Paediatrics speciality and super speciality is  growing very fast.  To cope up with the growth in the speciality and to deliver acceptable standard of treatment to the patient we care, every Paediatrician has a duty to update his clinical knowledge and catch up new things introduced very fast in the field.

          The Paediatrics Department, Civil Hospital, Aizawl is trying to make the Department at par with the rest of the country in Academic, clinical and overall patientís care delivery. The Department has very cordial working environment which is very important for day to day administration and patient management.
